Design Code Survey

Introduction

The Draft East Riding Design Code aims to encourage the creation of connected, distinctive and inclusive places that are walkable, green, and sustainable while taking into consideration their context:  the built environment and the landscape. It provides design parameters for new development in the East Riding. These were based on feedback from a public survey carried out in March 2022 and developed over the following year with further stakeholder engagement.
 
The current consultation is asking for public feedback on the draft code which the Council hopes to adopt as a Supplementary Planning Document for the Local Plan. Once adopted the code will be considered for all planning decisions; giving applicants more certainty on the design details required for applications to be successful, and communities more confidence in the quality of design new developments must meet.
 
It is a requirement of the National Planning Policy Framework (NPPF 2021) that local authorities develop design guides and codes for their areas. A design code helps to clarify how the policies in the Local Plan should be applied, by providing further and more detailed guidance. The draft code includes both guidance and codes that aim to assist a diverse set of users, including applicants, decision-makers, and communities to access the quality of planning applications and new developments within the Authority. 

The draft code takes into consideration the landscape and the rich history and heritage of the East Riding. It seeks to encourage the creation of places that link people and nature, and where residents can enjoy a healthy lifestyle. 

By investing in design quality now, we expect there to be a long-term benefit to East Riding residents for many years to come.

The purpose of the East Riding Design Code is to improve the quality of new development. It should promote the creation of well-designed places where people want to live and provide residents with a healthy, green and sustainable environment

The Design Code should provide detailed guidance on how to apply Local Plan Policies without contradicting policies or creating new ones.

The East Riding Design Code should be easy to follow and understand.

The Design Code is structured by:

  • Authority-wide codes, which apply to the whole East Riding
  • Place-type codes, which provide additional detail depending on the type of place being developed

To assess if an application complies with the design code, a checklist has been put together. This checklist is a collection of all the design code requirements. Applicants will need to provide evidence that the proposals put forward comply with these requirements. To allow flexibility and innovation, the applicant can provide strong justification for not complying completely with the Design Code.
